The European Commission has published a service procurement notice for urban environmental development planning and energy-efficiency consultancy services under a project titled “Cleaner energy-saving Mediterranean cities” with a budget of €4.6 million. The publication reference is EuropeAid/132630/C/SER/Multi.
The purpose of this technical assistance project to be implemented under a service contract is to encourage and strengthen the capacity of local authorities in the ENPI South Mediterranean partner countries to achieve and implement more sustainable local policies and eventually to prepare them for signing up to the Covenant of Mayors.
The project will aim at increasing the use of sustainable policies by local governments such as renewable energy solutions and energy efficiency measures to reduce CO2 emissions as well as efficient water and waste management, use of environment-friendly public transport and mobility means. The project will also contribute to improving local capabilities in areas like sustainable urban planning, energy planning, stakeholder involvement, etc.
The project will run for a duration of 36 months and will include among others three sets of activities:
  • Capacity building at national and local level in support of the design and implementation of the local sustainable energy and urban development policies (including the Covenant of Mayors).
  • Setting up of 2 regional focal points which could become supporting structures and/or Covenant of Mayors offices for the south at a later stage.
  • Information and awareness raising for cities.
